ChatRoomGetTargetCharacterSubstitutions(character: Character, isSelf: boolean, index?: number): CommonSubtituteSubstitution[]

Gets a set of dictionary substitutions used when the given character is the target character of a chat message.
Parameters
- character: Character
  The target character
- isSelf: boolean
  If true, indicates that the target character is also the sender of the message (i.e. is doing something to themselves)
- optionalindex: number
  If the character is an additional target, the index that the substitution tags should be given
Returns CommonSubtituteSubstitution[]
- A list of dictionary substitutions that should be applied
