Calculates the background color of the preview image for and item
Parameters
- C: Character
  The character whose appearance we are viewing
- item: DialogInventoryItem
  The item to calculate the color for
- hover: boolean
  Whether or not the item is currently hovering over the preview image
Returns string
- A CSS color string determining the color that the preview icon should be drawn in
